
In recognition of the fact that it is the private sector that will actually drive any transformation in the country’s energy economy, the new administration should consider creating an independent, nonpartisan advisory board, modeled on the President’s Intelligence Advisory Board (PIAB, formerly the PFIAB). The President’s Energy Security Advisory and Oversight Board could have 16 members (like the PIAB), though in this case we believe it would be helpful if eight members are appointed by the President, four by the House, and four by the Senate (i.e., a bicameral, bipartisan appointment).
